Calculate ahead. If they're at full panic then no. You can do the Alien Base mission or pray for a Mission in the next 7 days that will reduce panic in the territories that have high panic. A 'perfect' game where you don't loose any countries ever is pretty hard, even with save scumming, as the mechanics for it involve a lot of long term planning.On impossible difficulty, the country you did not help will increase in panic by +2 (in addition to +1 to every country within that continent). There's an INI file that contains the exact numbers. Do note that in the INI files, "hard" actually means "classic" and "classic" means "impossible".
